Mr. Kosar has over 43 years of naval engineering, acquisition, and program management experience across the public and private sectors in support of submarines, surface warships, auxiliaries, Naval Special Warfare craft, USN boats, combatant craft, service craft, and Foreign Military Sales (FMS).
Mr. Kosar is currently a Program Management Advisor to the AUKUS I&A Office, responsible for providing Australia with a sovereign, conventionally armed, nuclear-powered submarine capability under Presidential direction. He previously served as Chief of Staff (COS) to the Principal Civilian Deputy (PCD) for the Assistant Secretary of the Navy for Research, Development & Acquisition (ASN RD&A). Prior to assuming COS duties, he was the Major Program Manager (MPM) for the Support Ships, Boats and Craft Program Office (PMS325) within PEO Ships for 7 years, after serving as the Deputy Program Manager (DPM) of PMS325 for over 6 years. PMS325 is the Program Manager for Auxiliary Ships (T-AO 205 Class Fleet Replenishment Oilers), Special Mission Ships (T-ATS, T-AGS 67, and NOAA NAV), Integrated Undersea Surveillance System Ships (T-AGOS(X) and T-ARC), USN Boats/Combatant Craft, Service Craft and Seaborne Targets, and Foreign Military Sales (FMS). He previously served as Principal Assistant Program Manager for the Egyptian Navy Fast Missile Craft (FMC) program and FMS Boats & Craft with a particular focus on the Middle East and Southeast Asia. Mr. Kosar managed all aspects of Security Assistance programs for over 30 countries across more than 200 FMS cases. His prior Navy experience included positions as the Acquisition Manager for Patrol Coastal (PC) ships; Life Cycle Manager for the PC-1 Class; Life Cycle Manager for Naval Special Warfare Combatant Craft; and Technical Code Project Engineer for surface ship and submarine auxiliary systems. Mr. Kosar served 6 years in private industry in support of the TRIDENT Submarine Program Office and the Shipboard Non-Tactical ADP (SNAP) program.
Mr. Kosar is DAWIA/APC Program Management Level III certified and holds a SECRET clearance. He is a LEAN Six Sigma Champion and has published three acquisition-related presentations at the annual Multi-Agency Craft Conference.
Mr. Kosar’s professional citations include two Navy Meritorious Civilian Service Awards, the USSOCOM Excellence in Acquisition Award, nomination for the DON AEA Program Manager of the Year, nomination for the David Packard Excellence in Acquisition Award, and numerous Letters of Commendation and Special Act Awards.
Along with his professional career, Mr. Kosar served as an assistant football coach for 13 years at Catholic University, Gallaudet University, and Georgetown University.
